An "Emergency" App?

Nice Layout and a great idea but...
This app should be pulled until it works correctly.
I am a animal evacuation volunteer so I need to keep up with the info on the fires around San Diego.
During a couple of the fires notified it me that there was an emergency update, but when I went to the app to get it, the app timed out "Retrieving Data" or it took several minutes to get the update. Sometimes there wasnt even an update to be had. When I did get an update it was great!
But, if the app cant even work correctly in regular life, how is it supposed to work in an emergency?
